“Small World”, or global campus thirty-six years later

В данной статье предлагается обзор и рефлексия над некоторыми тенденциями сегодняшнего академического мира в перспективе метафоры «глобального кампуса», описанной в романе «Мир тесен» английского писателя и литературоведа Дэвида Лоджа (1984 г.). Роман раскрывает проблематику академической среды в контексте нарождающегося глобального неолиберализма. Опираясь на представление об университете как «микромодели общества», в которой преломляются определенные рельефные тенденции общественной жизни, мы экстраполируем данную метафору на современность. На наш взгляд, модель глобального кампуса не только не устарела, но, напротив, эволюционирует, адаптируя новые технологии для своего дальнейшего развертывания. Схваченные в прозе тенденции научной коммуникации 1980-х гг. сопоставляются с сегодняшними, в том числе посредством понятий «мо-бильностей» и нетворкинга. В связи с этим в первой части статьи мы обращаемся к исследованиям Джона Урри, посвященным мобильностям и сетям, а также к концепции зон обмена Питера Галисона в перспективе переосмысления научной коммуникации в оси «физическое-виртуальное». Затрагивая вопрос о научных социальных сетях, во второй части мы рассматриваем понятия «распределенного познания», «науки 2.0» и т.п., в том числе в рамках того, как они трансформируют проблему доверия. Третья часть посвящена исследованию проблемы академической идентичности в цифровую эпоху и связанной с этим «двойной игры». Последняя понимается как попытка лавировать между конфликтующими фор-матами двух миров. Первый, оффлайновый академический мир, обусловливается свойственными ему устоявшимися механизмами увеличения научного капитала, тогда как второй во многом основан на принципах открытой науки. В заключении подчеркивается, что неопределенность в дальнейшем раз-вертывании «глобального кампуса» может рассматриваться как конструктивный момент.
This article offers a review and reflection on some trends of today’s academic world through the metaphor of the “global campus” described in the novel The Small World (1984) by David Lodge, an English writer and literary critic. The novel reveals the problems of academic communities in the context of the emerging global neoliberalism. Proceeding from the idea of the university as a “micromodel of society,” which mirrors certain salient trends of social life, I extrapolate this metaphor to the present. The “global campus” ap-pears not only a still trendy metaphor, but also an ever-evolving entity, which is adapting new technologies for its further unfolding. The trends of scientific communications of the 1980s captured in prose are compared with today’s realities, us-ing also the concepts of mobility and networking. In this regard, in the first part of the article I turn to John Urry’s ideas on mobilities and networks, as well as to Peter Galison’s concept of trading zones, aiming to rethink scientific communica-tions in the “physical-virtual” axis. Speaking of academic social networks, in the second part I consider the concepts of distributed knowledge, Science 2.0 and the like, and suggest a few illustrations of how they are possibly transforming the problem of trust. The third part focuses on academic identity in the digital age and the issue of the “double game.” The latter is understood as an attempt to maneuver between conflicting formats of two worlds. The first, offline academic world, is driven by its long ago recognized mechanisms for increasing scientific capital, while the second, online world, largely originates in the principles of open science. In conclusion, I emphasize that we may estimate the uncertainty in the further unfolding of the “global campus” as a constructive moment.

Статья посвящена анализу способов функциони-рования научной коммуникации. Сегодня выделяют два потока коммуникации ученых – внутринаучную коммуникацию с другими учеными и коммуникацию с внешними по отношению к науке акторами. Первая обычно связана с решением профессиональных вопросов, вторая ориентирована на рассказ о достижениях науки широкой публике. В период развития технонауки особую роль играет второй тип коммуникации. Автор обосновывает тезис о том, что активное использование новых информационно-коммуникационных технологий приводит к распространению научного взгляда на мир, научной рацио-нальности за пределы науки. В процессе своего использования новые информационно-коммуникационные технологии формируют у неученых ценности, характерные для научного сообщества. При этом активное развитие проектов по популяризации научного знания вместе с внедрением научной рациональности при помощи активного использования различных интерфейсов приводит к тому, что общество все больше узнает о науке. Происходит пересечение потоков коммуникации ученых друг с другом и с вненаучными акторами. В этом случае формируется общее пространство коммуникации, которое может перерастать в общее пространство проектов и дискуссий профессионалов и не-профессионалов. Формируется пограничная зона синтетического обмена между двумя потоками коммуникации ученых, в котором профессиональная коммуникация и популяризаторская коммуникация с неучеными начинают смешиваться. Подобные стратегии активно реализуются в рамках социальных сетей в интернете или синтетических платформ, позволяющих как познакомиться с результатами научных исследований, так и вступить в дискуссии с учеными или принять участие в исследованиях. В результате этого процесса происходит девальвация цен-ности и значимости научного знания.
The article attempts to analyze the basic ways scientific communication proceeds in. As known, it embraces two major streams, which are internal scientific communication with other scientists and communication with extra-scientific actors. The first type usually refers to the solution of professional issues, while the second one focuses on communicating the achievement of science to the public. Today, with the evolution of technoscience, the second type of communication is playing a special role. The author substantiates the thesis that the active use of new information and communication technology leads to the spread of scientific world views and scientific rationality beyond science. In the process of its use, new information and communication technology forms a space of values, intrinsic to scientific community, for non-scientists. Along with it, the intense development of projects to popularize scientific knowledge, together with the introduction of scientific rationality through the active use of various interfaces, leads to a situation where society is increasingly learning about science. There is an intersection of two communication flows – between scientists themselves and between scientists and extra-scientific actors. In this situation, a common space of communication is forming, and it can develop into a common space of projects and discussions between professionals and non-professionals. A border zone of a synthetic approach is forming between the two communication flows, where professional communication and science communica-tion with non-scientists is starting to mix together. Such strategies are actively evolving within social networks or synthetic platforms, allowing both an acquaintance with scientific results and a participation in discussions with scientists or even in scientific research. As a result, the value and significance of scientific knowledge are becoming devalued.

В данной реплике рассматривается проблема отношения к социологии и социологическим ис-следованиям разных социальных агентов (сотрудников различных государственных и общественных организаций, представителей СМИ и т.д.). Автор выделяет проблемы, которые возникают в связи с тем, что большинство считает процесс сбора и интерпретации социологических данных понятным и с обманчивой легкостью использует их для подтверждения собственных утверждений, при этом не обладая пониманием того, как эти данные были получены, а также пониманием методологических аспектов проведения исследования. При этом отмечается проявление псевдокомпетентности, которая возникает в свете доступности большого количества раз-личной информации и исследовательского инструментария широкому кругу пользователей Глобальной сети.
This paper considers the problem of the attitude to sociology and sociological research by various social agents (employees of various state and public organizations, media representatives, etc.). The author identifies the problems that arise from the fact that most people consider sociological data and their use understandable and easy, and readily treat them to confirm their assertions without having a proper understanding of how these data have been obtained and of the relevant methodologies needed by the study. Along with it, the author elucidates a manifestation of pseudo-competence, which also results from today’s availability of a large amount of various information and research tools to a wide range of the Global Network’s users.

Статья является репликой на работу Е.В. Масланова, посвященную современной специфике коммуникации между научным и ненаучным сообществом. Утверждается, что все большая прозрачность границ между учеными и неучеными, достигаемая за счет развития современных средств коммуникации, полезна как для общества, так и для науки. Данный коммуникативный тренд сравнивается с веберовским «расколдовыванием», объектом которого является не природа, а сама наука, которая таким образом десакрализуется и лишается ореола загадочности для непосвященных. На примере истории компании «Theranos» утверждается опасность закрытости научных знаний и институций, особенно если последние претендуют на серьезное вмешательство в жизненный мир человека и связаны с большими финансовыми вложениями. Подчеркивается, что движение навстречу ненаучному сообществу не ставит автономность науки под угрозу, а, напротив, является залогом ответственного и заинтересованного отношения ученых и общества друг к другу. Ставится под сомнение та опасность для автономии науки, которую, по мнению Е.В. Масланова, несет в себе доступность актуальных научных знаний для широкого круга интересующихся. На примере художественной работы Е. Стрелкова «Третья идея» утверждается, что даже в проектах сайнсарта, представляющих собой зону обмена между научным и ненаучным сообществом, наука предстает как автономная область, требующая особого подхода и усилия понимания. В конце статьи делается вывод о необходимости заинтересованного и в то же время критического диалога между учеными и неучеными. Именно такой диалог, по мнению автора статьи, является основой для сохранения независимости жизненного мира научного сообщества от властных претензий представителей «системы» – бизнеса, власти, церковных организаций.
The paper is a reply to E.V. Maslanov’s article that focuses on today’s features of communication between scientific and non-scientific communities. The author argues that the ever-increasing transparency of the boundaries between scientists and non-scientists, achieved through the evolving modern means of communication, is fruitful for both society and science. This communicative trend is compared with Weber's “disenchantment”, whose object is not nature, but science itself that is thus desacralized and deprived of an aura of mystery for the uninitiated. The illustration of the history of Theranos affirms the danger of secret scientific knowledge and institu-tions, especially if the latter claim to change the hu-man world and are linked with large financial investments. The paper emphasizes that the movement towards a non-scientific community is not a danger to the autonomy of science, but rather a key to a responsible and interested relationship between scientists and society. The author questions the danger that, according to E.V. Maslanov, threatens science because of the situation in which the recent scientific knowledge is getting available to a wider public. Using the example of E. Strelkov’s art work “The Third Idea,” the author states that even in science-art projects, which are a trading zone between scientific and non-scientific communities, science appears as an autonomous field that requires a special approach and effort to understand. He concludes about the need for an interested and simultaneously critical dialogue between scientists and non-scientists. Such a dialogue appears the basis for maintaining the autonomy of the scientific community’s life world from power claims coming from the representatives of the “system” including business, government, and church organizations.

Приводятся краткие ответы на замечания критиков к статье «Коммуникация ученых и новые информационно-коммуникационные технологии (заметки пессимиста)». Соглашаясь с тезисом о том, что необходим общественный контроль за реализацией научных проектов, автор отмечает, что его функционирование затруднено «иллюзией понимания» науки. Опора на иллюзию понимания позволяет избегать реального общественного контроля. Открытый доступ к научным результатам лишь укрепляет ее. Развитие технонауки приводит к активному формированию ее медийного образа. При этом сами ученые пытаются противостоять процессам формирования «иллюзии понимания» и медийности науки. В результате сама наука стремится заново выстроить стратегии демаркации способов коммуникации.
This paper provides short responses to the critics' comments on the article Communication of Scientists and New Information and Communication Technology (Notes from a Pessimist). Agreeing with the thesis that public control over the implementation of scientific projects is needed, the author notes that its functioning is hindered by the “illusion of understanding” of science. Relying on this illusion helps evade real public control. Furthermore, open access to scientific results only strengthens it. The development of technology science leads to the active formation of its media image. At the same time, scientists themselves are striving to withstand the increasing “illusion of understanding” along with the mediatization of science. As a result, science itself seeks to re-build the demarcation of communication tools.

The (mis-)use of generic propositions in scientific prose

Generic propositions are statements that make general claims about ‘kinds’ that are found in a wide variety of written genres and speech. By definition, generics do not include in their structure any reference to the conditions under which they hold true. Their misuse in popular scientific writing, however, can erode the public’s confidence in the process of science itself when they discover that conclusions are highly contingent on certain truth conditions. The language used in scholarly scientific papers often includes qualifiers and hedges, the epistemological consequences of which have been explored by Bruno Latour, Thomas Kuhn, Ian Hacking and others. Some research shows that abstracts, however, of-ten include generic statements that are not warranted by the scientific evidence described in the full text. Similarly, when accounts of scientific discoveries appear in popular media, journalists often remove qualifiers, hedges and context markers that existed in the original study. Studies in anthropology by Joseph Dumit, Annemarie Mol, Harris Solomon and others explore the human reactions to such pronouncements. One possible solution to the over-use of generics in scientific abstracts, especially for studies that rely on human subjects, is the inclusion of a mandatory section entitled “Constraints on Generality,” as suggested by Gutiérrez and Rogoff (2003). Other suggestions include using less nominalized verbs and more past-tense descriptions of what actually occurred in the particular study.

Общие утверждения по определению не содержат в своей структуре никаких указаний на предпосылки, при которых они могут считаться верными. При этом их неправильное использование в научнопопулярной литературе может подорвать доверие общественности к самому научному процессу, когда обнаруживается, что выводы в значительной степени зависят от определенных условий истинности. Язык, используемый в научных работах, часто включает в себя различные оговорки и хеджобороты1, эпистемологические последствия которых изучались Бруно Латуром, Томасом Куном, Яном Хакингом и др. Некоторые исследования, од-нако, показывают, что аннотации и рефераты научных текстов часто содержат общие утверждения, которые не подтверждаются научными данными, приведенными в полном тексте работы. Аналогичным образом, когда сообщения о научных открытиях появляются в популярных СМИ, журналисты также часто уда-ляют из своих текстов оговорки, хеджобороты и маркеры контекстов, содержащиеся в оригинальных текстах. The article considers the problem of the status of scientific expertise in a democratic society. The author characterizes the rationality of expertise as a result of the interaction and/or conflict between the agent’s rational attitudes in science and politics. Referring to the ideas of W. Lippmann and P. Bourdieu, the author characterizes the specifics of the symbolic power of a scientific expert, noting that scientific examination in a democratic society is designed to represent the state of scientific knowledge. At the same time, deliberative procedures can contribute to the formation of public consensus regarding the implementation of solutions proposed by scientists. The author notes that this kind of self-limitation of expertise could be considered as an important condition for its depoliticization and preservation of the scientific status itself. She claims that the described distribution of powers between experts and the public helps minimize the risks of technocratism and populism that are fraught with the development of scientific expertise. In the second part of the article, the author considers the problem of communication between disciplines that are involved in the development of programs for political reform of society. The author analyzes the concept of scientific imperialism and considers the arguments of critics of disciplinary ex-pansion. She characterizes the standpoints of John Dupree and Tony Lawson, and also recon-structs the ideological foundations underlying the program of moderate unificationism in the science by Philip Kitcher. The author concludes that modern epistemology is increasingly turning to political rhetoric in order to evaluate various methodological trends. This feature makes it possible to assert that the development of expertise is characterized not only by the expansion of scientific rationality, but also by the “politicization” (and sometimes “democratization”) of science itself.

This paper addresses two questions. The first is: Do cross-disciplinary teams that exist only for rather short periods of time have a chance to realize some form of dialogue across disciplinary boundaries? To approach this topic, the concept of trading zones is applied, as it has been introduced by Peter Galison and developed by other authors. Empirical data come from participant observation during a workshop on sonification, i.e. the auditory display of data. In this context, a second question is addressed. While there exists a vivid discussion on how to measure outcome or performance of research projects, there has been no attempt to measure the degree of interdisciplinarity within a collaborative structure. I propose a methodology that attempts to transfer concepts found within qualitative frameworks onto a quantitative research strategy. In concluding, I discuss some flaws of this approach and propose further lines of work.
В данной статье рассматриваются две проблемы. Вопервых, возможна ли какая-либо форма диалога за пределами дисциплинарных границ между кроссдисциплинарными коллективами, существующими весьма ограниченный промежуток времени? Данная проблематика исследуется в перспективе концепции «зон обмена», предложенной Питером Галисоном и развиваемой другими учеными. Автор обращается к эмпирическим данным, полученным в ходе включенного наблюдения в рамках семинара по сонификации, то есть представления тех или иных данных средствами аудио. В данном контексте затрагивается вторая проблема. Несмотря на то, что вопросы оценки результативности или эффективности исследовательских проектов активно обсуждаются в научном поле, не предпринимались попытки оценки степени междисциплинарности в рамках той или иной структуры взаимодействия. В свою очередь, мною предлагается методология, основанная на переносе понятий, используемых в качественных исследованиях, в стратегию количественного исследования. В заключении обсуждается ряд недостатков данного подхода и предлагаются дальнейшие направления работы.

constructing an energy resource in science and policy

Despite the recent shift from renewable energy to a low carbon policy, the UK policy discourse still recognises marine energy as part of the country’s future energy mix. Production of what we call an “assemblage” of technology and ocean waves triggers complex sets of initiatives that provide the basis for the economic viability and credibility of wave energy extraction. However, questions are rarely asked about how the natural phenomenon being part of this assemblage is construed as a resource to become a key element of promises and assessments of potential of renewable energy. This study sheds light on under-explored aspects of the credibility–economy and valuation practices formed around renewable energy that have not yet been problematised in social studies of energy. Arguing that ocean waves become an energy resource largely through resource assessment practices, we examine such practices in the context of the production of scientific and policy discourses around wave energy. Considering waves as an object of expertise, we examine how “wave data” constituted through measurements, statistical analysis, modelling and visualisation, contribute to the assessment and legitimisation of wave energy developments. We also evaluate the prospects for wave energy to be a “good” in future economic exchange.
Несмотря на недавнюю тенденцию к переходу от возобновляемых источников энергии к низкоуглеродной стратегии, политический дискурс Великобритании попрежнему признает энергию океана частью будущего энергетического баланса страны. Производство того, что мы называем «сборкой» технологий и океанских волн, запускает комплексные инициативы, обеспечивающие основу для экономической жизнеспособности и обоснованности добычи энергии волны. Однако редко поднимается вопрос о том, каким образом природное явление, являющееся частью этой сборки, истолковывается как ресурс, способный стать ключевым элементом пространства обещаний и оценок потенциала возобновляемой энергии. Данное исследование проливает свет на недостаточно изученные аспекты экономики доверия и практик оценки, формируемых вокруг возобновляемой энергии, которые еще не были проблематизированы в социальных исследованиях энергетики. Утверждая, что океанские волны становятся энергетическим ресурсом в значительной степени посредством практик оценки природных ресурсов, мы рассматриваем такие практики в контексте производства научных и политических дискурсов вокруг энергии волн. Рассматривая волны в качестве объекта экспертизы, мы изучаем, как «данные о волне», сформированные на основе измерений, статистического анализа, моделирования и визуализации, способствуют оценке и легитимизации разработок в области энергии волн. Мы также оцениваем перспективы энергии волн в качестве «товара» в будущем экономическом обмене.

This paper serves to review the book Why Democracies Need Science, written by Harry Collins and Robert Evans. Of particular interest to this paper is the institution of The Owls, which Collins and Evans propose in their text. A theme which is present throughout the book, a theme which Collins and Evans seek to work through is that of post-truth; the first section of the paper will address the concept of post-truth. Next, the birds of science will be examined, in the second section; this is a classification system Collins and Evans develop, from a borrowed analogy from Richard Feynman. After examining the eagle scien-tists, the hawk scientific fundamentalists, and the vulture philosopher-apologists, attention will be paid to The Owls of science. The third section per-tains to The Owls. The Owls are an institution which Collins and Evans note and which includes social scientists and those with a rigorous under-standing of the social analysis of science [Collins, Evans, 2017, p. 78]. The role of The Owls is to serve to better advise politicians in a post-truth era. The purpose of this paper is to argue that the theorized institution of The Owls is an insufficient mechanism to deal with a post-truth era. After introducing The Owls, the fourth section of the paper considers the neutrality of an Owl, as a consensus does not guarantee truth or correctness. The fifth section then examines The Owls and democracy, as Collins and Evans do not specify the type of democracy in which The Owls would operate. The sixth section notes the exclusivity present within the institution of The Owls, as it is restricted to only two occupations, and is seemingly elitist. Finally, I conclude by asking the question – what does this mean for science and technology studies? As the institution of The Owls seems like an insufficient one to deal with a post-truth era.
Данная статья предлагает обзор и размышления над книгой Гарри Коллинза и Роберта Эванса «Почему демократиям нужна наука». Особый интерес автора вызывает предложенный ими институт Сов (The Owls). Красной нитью через книгу проходит тема постправды, которую Коллинз и Эванс пытаются проработать. В данной статье концепции постправды посвящен первый раздел. Во втором разделе рассматриваются «птицы науки» – система классификации, разработанная Коллинзом и Эвансом по аналогии с известным высказыванием Ричарда Фейнмана о философии науки. Будут рассмотрены «ученыеорлы», «ястребыфундаменталисты» и «философы-апологетыстервятники»; далее внимание будет уделено «совам науки». Собственно, последним по-священ третий раздел. «Совы» представляют собой институт, предложенный Коллинзом и Эвансом: он включает социологов, а также сторонников строгого аналитического подхода к социальному анализу науки [Collins, Evans, 2017, p. 78]. Роль «сов» состоит в максимально качественных консультациях политиков в эпоху пост-правды. При этом цель данной статьи заключается в обосновании того, что идея института Сов не является достаточным механизмом для деятельности в эпоху постправды. После описания концепции «сов» я перехожу в четвертом разделе к рассмотрению проблемы их нейтральности, поскольку консенсус не гарантирует установление истины или достоверности. В пятом разделе обсуждается проблема «сов» и демократии, поскольку Коллинз и Эванс не дают определений типу демократии, в котором «совы» будут действовать. В шестом разделе отмечается исключительность, присущая институту Сов, поскольку она ограничивает членство в нем исключительно двумя профессиями и, повидимому, делает этот институт элитарным. Наконец, в заключении я задаюсь вопросом о том, какое все это имеет значение для исследований в области науки и технологий. На мой взгляд, институт Сов все же недостаточен в эпоху постправды.
