Herbert Marcuse Der Kampf gegen den Liberalismus in der totalitären Staatsauffassung

L’auteur cherche, au moyen d’une analyse de la théorie totalitaire de l’État et de la société, à décrire les fonctions idéologiques de cette conception. Après avoir esquissé les différentes sources de cette théorie et le développement économique qui a précédé l’état autoritaire total qu’elle préconise, il expose ses principaux éléments : l’universalisme, l’organicisme, le „réalisme héroïque44 et l’existencialisme politique (Carl Schmitt). Cette théorie combat le libéralisme comme son grand adversaire. On voit toutefois nettement que son anti-libéralisme cache sa position effective dans la situation actuelle : les bases économiques du libéralisme subsistent comme telles et ne sont qu’adaptées aux nécessités nouvelles de la société monopolo- capitaliste ; l’état autoritaire total organise la société sans modifier sa base d’une manière décisive ; il n’est qu’une auto-transformation de l’état libéral. La théorie de l’état autoritaire total n’est toutefois pas uniquement le résultat d’une manoeuvre idéologique. Par l’état autoritaire et par les pensées qu’il suscite dans un but propagandiste, se développent des forces qui dépassent ses propres formes politiques et tendent vers un autre état de choses.The author attempts by means of an interpretation of the historical and social theory of the totalitarian state to demonstrate its social functions. After sketching the various sources of the new world-outlook and of the economic developments preceding the totalitarian state, the author presents the main points of his analysis : popular universalism, irrational orga- nicism, „heroic realism44 and political existencialism (Carl Schmitt). Liberalism is the great antagonist of this political and social theory. It is clear, however, that the anti-liberalism of the latter conceals the actual attitude in the present situation ; the economic foundations of liberalism remain as they were and are merely adapted to the changed needs of the monopolistic capitalistic society. The totalitarian state organizes society without any real change in its basis ; it is only a self-transformation of the libera- listic state. The totalitarian state is however not merely an ideological adaptation. The dialectics of an historical process emerge within it, and unchain forces which point to something beyond the political forms by which the totalitarian state stabilises social conditions.

Cet article étudie surtout les raisons de Faccueil favorable réservé à la théorie du droit maternel de Bachofen par des milieux de tendances ans4’: divergentes que le socialisme et le néoromantisme. Il montre qu'il y a chez Bachofen des tendances correspondant d'une part à la philosophie romantique et d'autre part à la critique de la société patricentrique. L'une ou l'autre de ces tendances se trouve être à la base des sympathies exprimées pour la théorie de Bachofen, selon l'orientation spirituelle ou politique de son public. Au delà de cette question, l'auteur cherche à démontrer que la connaissance du „complexe matricentrique“, fondée sur l'étude des civilisations matriarcales, enrichit la doctrine des motifs psychiques qui sont à la base de la société moderne.This paper concerns itself mainly with the reason why Bachofen's mother-right theory met with so positive a reception by two such opposed circles as the Socialists and the New Romantics. It shows that in Bachofen there were present tendencies of romantic philosophy as well as statements leading to a criticism of the patricentric society — and that according to one's spiritual and political affiliations this or that aspect of Bachofen was made the basis for sympathy with the theory. It is also shown that the extensive knowledge of ,,matricentric complexes“ obtained from study of matriarchal cultures, afford fruitful possibilities for the understanding of the psychological impulses lying at the root of modern society.

Cet article débute par quelques brèves considérations sur la notion même de l'économie dirigée et sur les limitations inévitables d'une économie dirigée du type capitaliste. Les auteurs cherchent ensuite à démontrer que dans les conditions actuelles une économie dirigée socialiste est parfaitement possible au point de vue économique. Ils étudient les principaux types d'essais de solutions, différenciant entre les deux types fondamentaux („Verwaltungssozialismus“ et „Marktsozialismus“) ainsi que pour chaque type entre les formes pures et les formes modifiées. Il n'y a pas d'opposition irréductible entre ces deux types ; T article montre au contraire F existence de relations entre eux. Dans une exposition objective des problèmes essentiels, il examine en détail la question de savoir si et comment on peut établir des calculs économiques dans les différentes conditions et assurer un développement sans crises deFéconomie. L’analyse est complétée par des recherches sur la productivité d’une économie dirigée socialiste et sur les principes de l’intégration de l’individu, en tant que consommateur et bénéficiaire de revenus, dans l’économie planée. Il résulte de l’étude que les objections de principe soulevées par la critique libérale ne se justifient aucunement. Les différences existant entre les divers types sont purement de nature „technique“, et les véritables oppositions dans la théorie du socialisme ne résident pas du tout dans le mode d’organisation de l’économie dirigée, mais dans les conditions sociologiques et politiques préalables. Pour terminer, les auteurs critiquent sévèrement l’introduction dans le socialisme d’un „secteur d’économie privée“.After a short exposition of the concept of economic planning, and of the definite limits to capitalist planning, it is shown how on the basis of present-day suppositions, socialist planning is economically possible. A typology of the most important solutions offered distinguishes between „administrative“ and „market“ socialism, and between the pure and modified forms in both types. Between these two main types there does not exist an opposition that cannot be bridged — indeed passages of contact run from one to the other. A positive analysis of the main problems offered in reply to a criticism treats in detail of the problem of whether and how under several suppositions we can economically calcutate and ensure a planned economic society free from crises. There then follow investigations into the productivity of a socialistically planned society, and into the principles governing individuals as consumers and income receivers in the totality of economic life. It is seen that the basic objections raised by liberal criticism do not meet the case. The differences between the types are only of a technical nature. The essential antitheses in the theory of socialism is not to be sought in the kind of organization of the planned economy, but in fundamental sociopolitical suppositions. Finally concessions towards a private economy section under socialism receive a thorough criticism.
